Solicitor's Biography

Solicitor Rick Hubbard grew up in the upstate and graduated from Furman University in 1987. He then attended and graduated from the University of South Carolina School of Law in 1990. One of his first jobs after law school was working as a law clerk for the Honorable Hubert E. Long of the Eleventh Judicial Circuit. Upon Judge Long's retirement, Rick clerked for the Honorable William P. Keesley, also of the Eleventh Judicial Circuit. Rick is married to Ann Hubbard.

In 1994, Rick joined the Eleventh Judicial Circuit Solicitor's Office as an Assistant Solicitor. During these early years, he prosecuted many cases in all four counties of the Eleventh Circuit. In 1997, he was promoted to a Senior Assistant Solicitor. In 2002, Rick became a Deputy Solicitor. He prosecuted complex and violent felonies, including death penalty cases. He also assisted and advised the assistant solicitors in the prosecution of their cases. As a Deputy Solicitor, he was tasked with reducing the criminal docket and extensive backlog. Rick led the office in systematically reducing the docket by approximately sixty-four percent. Additionally, he established a Violent Crime Task Force that targeted our most violent criminals. These combined efforts helped reduce an overcrowded jail and kept the most violent offenders off the street.

For all these efforts Rick was awarded the Ernest F. Hollings Award for Excellence in State Prosecution in 2007. This is widely accepted as the state’s highest award for a state prosecutor.

In June of 2015, Rick joined the South Carolina Attorney General's Office under Attorney General Alan Wilson. He became the Deputy Attorney General of the Criminal Division, and was to transition into the role of Chief Deputy Attorney General. However, Rick left the Attorney General's Office when he had the opportunity to return home and run for circuit solicitor.

In November of 2016, Rick was elected Solicitor of the Eleventh Judicial Circuit and sworn into office on January 11, 2017. As the Solicitor, he believes in justice and has great respect for law and order. Rick is committed to keeping our communities safe and addressing the needs of victims of crime. He understands the importance of building and maintaining relationships with all members of law enforcement, and routinely advises local and state law enforcement agencies on legal issues concerning the investigation and apprehension of criminals, including cases involving capital murder.
